Course description
The quality of service delivered by a state administration depends first on the capacity of its civil servants and on how that workforce is led and managed. Amid administrative reform, digital transformation and deepening integration across the CLMV region, government agencies need leaders and managers who can plan their workforce systematically, recruit and place the right people in the right roles, and motivate and guide their organisation through periods of change.
The course has seven chapters, moving from an overview of public sector leadership and HRM, through strategy and workforce planning, recruitment, placement and evaluation of civil servants, training and capacity development, to leadership and motivation skills, and public service culture and ethics. Each chapter includes a video lecture, an in-depth reading and a short quiz to reinforce learning.
The content is practice-oriented, grounded in the context of administrative agencies and public service units in Viet Nam, and can equally serve as a reference for Cambodia, Laos and Myanmar across the CLMV region.
