What you will learn

Explain the definition, the eight open data principles and the commitments of the International Open Data Charter.
Choose a suitable open licence and apply anonymisation and data classification measures to protect personal data.
Set up data owner and data steward roles, a publication process, quality criteria and DCAT-based metadata.
Plan an agency open data programme: inventory, prioritisation, roadmap, staff capacity and risk management.

Course description

Open data is becoming a pillar of digital government across ASEAN. When budget figures, zoning maps, bus timetables or company registers are published in machine-readable formats under an open licence, public agencies increase transparency, provide raw material for innovation and cut the cost of answering repeated information requests.

The course has seven chapters. It moves from the concept and principles of open data, through the legal framework and personal data protection, data governance roles and processes, format standards and open data portals, to promoting reuse and planning implementation inside an agency. The final chapter reviews the whole course and ends with the final assessment.

Each chapter combines a short subtitled video lecture, an in-depth reading with examples drawn from Cambodia, Laos, Myanmar and Vietnam, and a short quiz to consolidate learning.
