Cambodia rolls out digital skills training programme for provincial civil servants

Cambodia has begun rolling out a large-scale digital skills training programme targeting civil servants working at the provincial and district level, part of a broader push to modernise public administration across the country.

The programme, coordinated by [Bộ Kinh tế và Tài chính Campuchia] together with provincial authorities, will run in phases over the coming year, starting with officials who handle citizen-facing services such as business registration and land administration.

Participants will be trained on core digital tools including electronic document management, basic cybersecurity awareness, and the use of online public service portals that Cambodia has been expanding since 2023.

Officials say the initiative is closely linked to Cambodia's broader digital government strategy and is expected to reduce processing times for administrative procedures in provinces that have historically lagged behind Phnom Penh in digital adoption.

Regional partners within the CLMV framework have expressed interest in exchanging experience with Cambodia on civil servant digital training, noting similar programmes are under way in neighbouring countries.
